Japan's garden blades come from the same forges, steels, and regions as its knives.

Okatsune of Onomichi and Tobisho of Yamagata define the secateurs tradition; Masakuni of Kawaguchi is credited with the first dedicated bonsai tools; and the concave cutter is a bonsai invention with no equivalent in Western gardening. The steels are the same Yasugi carbon steels found in fine kitchen knives, with the same trade-offs. 01 · The Tradition

One craft, two gardens

Japan prunes more deliberately than any other gardening culture. The pine in a temple courtyard is shaped needle cluster by needle cluster; the azalea hedge is cut to read as a single swell of green; the bonsai on its bench is edited branch by branch over decades. All of that editing happens through steel, and the steel comes from the same places the kitchen knives do.

This page covers two overlapping traditions. The first is the garden pruning tradition: secateurs, hedge shears, and loppers made for professional gardeners, dominated by a handful of makers whose names carry the same weight in a landscaping crew as a great knife brand does in a kitchen. The second is the bonsai tool tradition, a younger and stranger lineage that produced cutting tools which exist nowhere else in the world, because no other horticulture ever needed a blade that helps a wound heal beautifully.

Miki, the Banshu tool town, forges grafting knives. Yamagata and Onomichi, two places with deep ironworking roots, produce the two most revered names in pruning shears. 02 · Okatsune

Okatsune: the red and white standard

Ask a professional gardener in Japan to name one pair of secateurs and the likely answer is Okatsune (岡恒). The company operates from Onomichi in Hiroshima Prefecture, with its base on Innoshima, one of the islands of the Seto Inland Sea that fall within Onomichi's city limits. The name comes from its founder, Tsuneichi Okano: one character from the family name, one from the given name.

The firm's origins go back to 1925, when the predecessor company made agricultural sprayers rather than blades. Pruning shears came after the war: the first prototypes, developed in the late 1940s for the region's citrus growers, and incorporation as a dedicated shear factory in 1951. Since then Okatsune has done one thing, bypass pruning shears and related garden cutting tools, in a small number of sizes, at a price working gardeners can afford. The model 103 and 104 shears are so common on Japanese job sites that they function as the default answer.

Two details define the brand. The first is the grip: red and white handles, chosen deliberately, since red and white is the celebratory color pairing in Japan, and the two-tone grip is easy to spot in leaf litter. The second is the steel. Okatsune blades are made from Yasugi steel, the high-carbon steel family from the Yasugi and Izumo area of Shimane Prefecture that also feeds Japan's fine knife trade; retailer specifications for the classic models list Shirogami White #2, the same paper-branded carbon steel used in serious kitchen blades. Hardened properly, it takes an edge that slices green wood rather than crushing it.

Where sources disagree

English-language marketing often says Okatsune uses "Izumo Yasugi steel, the steel of the katana." The verifiable core of that claim is real, Yasugi steel from Shimane, with White #2 documented on at least some models, but the romantic phrasing comes from distributor copy rather than the factory's own Japanese materials, and we could not confirm it applies to every model. We state the verified version and leave the sword talk to the marketers. Founding dates also vary by source (1925 origins, late-1940s shears, 1951 incorporation); we give all three rather than pick one.

03 · Tobisho and ARS

Tobisho and ARS: two poles of pruning

Tobisho (飛庄), Yamagata

At the hand-forged end of the spectrum stands Tobisho (飛庄) of Yamagata City, founded in 1930 by Shojiro Tobizuka; the trade name splices the family name with the given name. Yamagata's cutlery tradition is centuries old, but the firm itself dates to 1930, and it is worth keeping those two facts separate, because some retellings let the regional history rub off on the company's age.

Tobisho pruners are forged, not machined: prefectural craft documentation describes traditional forging, lead-bath quenching, and piece-by-piece hand finishing, with a hollow-ground inner face and a convex, clamshell-style edge, the same urasuki and hamaguri geometry a Sakai sharpener would recognize from single-bevel knives. Specialist sellers describe more than two hundred steps per pair. They are well regarded among professional gardeners and bonsai growers, priced accordingly, and typically bought once per career.

ARS, Sakai

At the industrial end stands ARS Corporation of Sakai, Osaka, the knife capital we profile on our Sakai reference page. ARS describes itself as Sakai's comprehensive blade maker and belongs to the city's cutlery guild; the company began in 1876 as a tobacco-knife workshop, the very trade that started Sakai's blade story centuries earlier, and incorporated in 1964. Today it produces pruning shears, garden and pruning saws, hedge shears, and long-reach cutters at scale, and is credited in Japanese industry sources with being the first in Japan to commercialize hard-chrome-plated pruning shears, the rust-fighting finish now common across the industry.

One name you will not find in this guide: the most famous secateurs in the West are made by Felco, and Felco is Swiss. Excellent tools, wrong country for this page.

04 · Bonsai Makers

The bonsai toolmakers

Bonsai is old; dedicated bonsai tools are surprisingly young. For most of the art's history, growers worked with ordinary garden shears, knives, and carpentry tools. The specialized kit sold today, concave cutters, knob cutters, root tools, jin pliers, traces largely to the twentieth century, and to three names.

Masakuni (昌国), Kawaguchi

Masakuni of Kawaguchi City, Saitama, is credited as the originator of Japan's first tools made specifically for bonsai. The founding smith, Shichinosuke Kawasumi, is said to have developed them in collaboration with the bonsai master Kyuzo Murata of the famous Omiya bonsai village nearby, roughly in the Taisho to early Showa era. We phrase that carefully: the "first bonsai tools" claim comes from the company's own history as echoed by vendors and local trade bodies, and no source we trust attaches a firm year to it. What is not in question is the reputation; Masakuni tools have been the prestige standard for generations of bonsai professionals.

Kaneshin (兼進), Seki

Kaneshin operates in Seki, Gifu, Japan's largest cutlery city, and makes a full range of bonsai tools, branch cutters, shears, root hooks, and wire cutters, in Yasugi steels. The company is reportedly founded in 1919, a date we flag as distributor-sourced. One English source places Kaneshin in Niigata; the company's own registry listings say Seki, and we go with the company.

Kikuwa (喜久和), Sanjo

Kikuwa of Sanjo City, Niigata, rounds out the trio from the Tsubame-Sanjo metalworking district. Its catalog runs past 150 shear patterns plus cutters, saws, and tweezers; notably, Kikuwa operates in the classic Sanjo mode, part maker and part coordinator, designing tools and working with the district's specialist craftsmen rather than forging every piece under one roof. That is not a knock; it is how Sanjo has organized metalwork for centuries.

05 · The Tool Kit

The bonsai tool kit, tool by tool

The names below are the verified Japanese terms. Where English trade names have drifted from the Japanese, we say so.

  • Sentei-basami (剪定鋏): pruning shears, the general term for secateurs. The bypass pattern, one sharpened blade shearing past a soft counter-blade, dominates in Japan.
  • Eda-kiri-basami (枝切鋏): branch-cutting shears. Worth knowing: in everyday Japanese this term often means long-handled loppers, not a bonsai tool, so context matters.
  • Mata-eda-kiri (又枝切): literally "fork-branch cutter," the tool English speakers call the concave cutter. Its jaws bite a shallow hollow where a branch met the trunk, so the wound heals flush or slightly recessed instead of leaving a bump. It is a bonsai-specific tool, traditional to Japanese practice and without a Western ancestor; we would love to tell you who invented it and when, but no source we trust names an inventor, so we will not either.
  • Kobu-kiri (コブ切): the knob cutter, a separate tool often confused with the concave cutter. Its jaws are spherical, biting a deeper, rounded scoop, used to remove knobs, stubs, and old wound calluses. Japanese makers list the two tools separately; English retailers sometimes blur them.
  • Bonsai shears: the wide-bowed trimming scissors, made in patterns for satsuki azalea, twigs, buds, and roots. These belong to the same scissor craft we cover on our Japanese scissors page.
  • Jin pliers: gripping pliers used to peel bark and crush fibers when creating jin (神), a bleached dead branch, and shari (舎利), a deadwood strip on the trunk. "Jin pliers" is the English trade name; the deadwood terms themselves are standard bonsai vocabulary. The word shari borrows Buddhist relic imagery, and jin is usually explained through shrine and spirit associations, an etymology we pass along with a raised eyebrow rather than a citation.

06 · Steel

Steel and construction

Everything our knife pages say about steel applies in the garden, with one twist: garden tools live outdoors, get wet, and meet sap, which makes the carbon-versus-stainless decision sharper than it is in a kitchen.

  • High-carbon steel (including the Yasugi paper steels used by the makers above) hardens past 60 HRC, takes the keenest edge, and cuts green wood cleanly, which matters because a clean cut is a healing cut. The price is rust: carbon tools demand wiping and oiling, every time.
  • Stainless steel runs softer, roughly the mid to high 50s HRC in garden tools, holds its edge for less time, and shrugs off moisture and neglect. For a weekend gardener who forgets tools on the potting bench, stainless is the honest choice.
  • Laminated construction appears here too: san-mai (三枚) blades with a hard carbon core between softer faces show up in premium bonsai tools and grafting knives, exactly as in kitchen knives. Tobisho's hollow-ground, convex-edged pruners carry single-bevel knife geometry into the garden.

The pattern to notice: Japan did not invent a separate metallurgy for gardening. It aimed the existing one, the one described across our Sakai and Miki pages, at branches instead of fish.

07 · Grafting

The grafting knife and the Miki connection

One garden blade is not a scissor at all. Grafting, tsugiki (接ぎ木, also written 接木), joining a scion to a rootstock, demands a knife that can make a long, dead-flat cut through living wood, because the two cut faces must mate with no gaps. The Japanese grafting knife, sold as tsugiki kogatana (接木小刀), answers with a single-bevel blade, flat on one side like a traditional Japanese kitchen knife, and for the same reason: a flat back steers a flat cut.

The documented home of this tool is Miki, the Banshu blade town we profile on our Miki reference page. Banshu Miki forged blades hold national Traditional Craft designation, the recognized product types include kogatana, small knives, and Miki workshops such as Ikeuchi Hamono, founded 1953, still hand-forge dedicated grafting-knife lines today. Sakai, for its part, feeds the garden through pruning tools, ARS above, rather than grafting knives specifically; we found no evidence for Sakai as a grafting-knife center, so we will not claim it.

If you have ever flattened the back of a single-bevel knife on a stone, you already understand the grafting knife. It is the yanagiba's country cousin, and nurserymen sharpen it the same way: bevel side on the stone, back kept dead flat.

08 · Care

Care: sap, rust, and sharpening

Garden blades suffer three enemies, in escalating order: sap, water, and well-meaning owners with the wrong sharpening ideas.

Sap

Resin and plant sap glue the pivot, stain the steel, and hold moisture against it. The fix is habit, not heroics: wipe blades with a dry cloth after every session, and dissolve hardened sap with alcohol or warm soapy water before it builds up. Dedicated sap-cleaning blocks exist, but a rag and rubbing alcohol handle most of it.

Rust

Carbon-steel garden tools follow the same rules as carbon kitchen knives, laid out in our knife care guide: dry completely, then apply a light film of oil. The traditional choice is camellia oil, tsubaki oil (椿油), the classic protectant for Japanese carbon steel; any light neutral oil works. Store tools dry, never in a sealed damp pouch.

Sharpening

Bypass pruners have one sharpened blade and one flat mating face, and the cardinal rule is: sharpen only the beveled side, and never grind the flat side, beyond a light stroke to remove the burr. Grind the flat face and the blades stop meeting; the tool folds stems instead of cutting them, the same geometry lesson we teach on the Japanese scissors page.

As for angle, honesty requires a range. Maker guidance and sharpening references disagree, quoting anywhere from 15 to 30 degrees, with most landing near 20 to 25. The practical answer is the one knife sharpeners give: match the factory bevel that is already on the tool. Concave and knob cutters, with their curved jaws, are harder to service at home; round slipstones or fine files work, but a badly rusted or chipped pair is a job for a professional, and heavily used bonsai tools are worth that service.
